Woman tries kidnapping 4-year-old at Lancaster County restaurant, Troopers say


LANCASTER COUNTY, Pa. (WHTM) — A young child was almost kidnapped by a woman Thursday morning at a Lancaster County restaurant, according to State Police.

State Police say Lisa Rossi, 59, of East Earl, told them she had a “vision” which led to her entering the establishment and trying to take the four-year-old boy, according to the charging documents.

According to a criminal complaint, the incident happened at the Terre Hill Family Restaurant at about 8:46 a.m. State Police were told that a woman, later identified to be Rossi, took ahold of the boy and tried to leave with him.

After arriving at the restaurant, State Police were told by the mother she saw Rossi had the boy in a “bear hug” and he was crying when she came back from the kitchen. She was able to run in front of the front doors to block Rossi from leaving, and was able to pry the child from Rossi’s arms while being punched in the face, State Police said in the charges.

Once the mother was able to get the boy away, Rossi took off in her vehicle, heading west down Main Street, the charging documents show.

There was surveillance video in the business that captured the incident, and State Police were able to interview witnesses. State Police were able to find Rossi’s address through PennDOT records.

Rossi faces felony charges of kidnapping a minor, interference with custody of children, unlawful restraint of minor and false imprisonment. She also faces a misdemeanor charge of simple assault.

Rossi is currently locked up on $150,000 bail in Lancaster County Prison and is scheduled for a preliminary hearing scheduled for Sept. 9.
